Problems and System Construction of Chinas Administrative Accountability
Since 2003, studies on the accountability system have been a hot issue because of the accountability crisis caused by the SARS incident, which attracts many researchers. The accountability system is an effective system of modern government to clear responsibility and to strengthen and improve the management, and is the necessary requirement to build a harmonious society and build a responsible government. This paper, beginning with the concept of administrative accountability, elaborates on Chinas administrative accountability problems, and makes some comments and suggestions for Chinas administrative accountability system construction combined with the relevant experience of western capitalist countries. It also proposes solutions for the present problems. The goal is to improve administrative accountability and build responsible government. In addition, in order to have a good social atmosphere and build a harmonious society, it points out that we must strengthen the moral and cultural construction while system construction.
