On the Transformation of Government Functions Guided by People Oriented Philosophy
This paper discusses the inevitability, necessity and approaches of the transformation of government functions guided by people oriented philosophy. Value is an important factor to impact the transformation of government functions. People oriented is the common pursuit of human society, the inherent demands of Marxism and a basic socialist value. The value of people oriented advocates caring both objects and people, achieving the transformation of object oriented. It can get rid of the negative impact of object oriented, guide the transformation of government functions from control to service, and establish a democratic, efficient, open, responsible and service-oriented government. For these, the government should regulate political functions, improve public power service; adjust economic functions, focus on harmonious social development; improve social functions, safeguard peoples rights; and strengthen cultural functions, improve the quality of government services.
