From Regulation to Service—Analysis of Service-oriented Government Functions in China
Entering the 21St century, the economic globalization is enhanced in greater scope and depth. The governments administrative environment has undergone profound changes. At the same time, the existing administrative system suffers the embarrassment and difficulties. So the administrative reform was put on the government agenda. Building a service-oriented government is becoming the main trend of the world governments reform. China is in the critical period of social transformation, government restructuring is imperative, so it is necessary to transform the government functions from control-oriented government to service government. However, the basis and the core of building a service-oriented government is to properly locate service-oriented government. This article analyses the service functions of the governments theoretical foundation at first. Then it analyses the essential difference between the service government and the control-oriented government, and also discusses the basic properties of serviceoriented government. At last, it further recommends some countermeasures to improve the service-oriented government functions.
