Goodnow and Contemporary Public Administration: Rereading Politics and Administration

摘要：

The core issue of Goodnows Politics and Administration is how to realize coordination of politics and administration. According to Goodnow, politics should maintain the necessary control over administration on the basis of distinction between politics and administration. In the central-local relations, local authorities should have the power to express their will, but the state should concentrate executive power of that will. Such ideas of Goodnow are closely related to contemporary public administration issues of the Western and China, especially to the politics-administration relationship and politics of recognition and identity.
