Mixed Capital Companies: Between Market and Public Policy

Mixed capital companies are a type of Brazilian enterprise which has stock options being traded in the market, although the State keeps the majority of the capital with voting power. Some of the companies with this hybrid aspect have been responsible in the last few years for typical public administrations functions, such as executing public policy. The analysis of this kind of situation is the subject of this paper. The implementation of public policies by mixed capital companies has been shown to be disapproved of by the private group of stockholders. It is also diverting the policies from the democracy and the controls of the public administration. Therefore, it is needed to open a discussion about the function and characterization of these companies.
