Research on the Transformation of Government Role in the Development of Forestry Socialized Service System of China
Chinas forestry socialized service system is one of the supporting measures for the collective forest tenure system reform, is an important part of rural socialized service system, and is also a necessary requirement in the development of the socialist market system. At first, we review on relevant theories and practical experiences about forestry socialized service system at home and abroad. Then according to the economic system transformation from planned economy to market economy, and forestry developing, especially collective forest tenure reform system recently, we propose that Chinas forestry socialized service system has three development stages including start-up, growth and maturity. Moreover, we discus the status and role transformation of government in each stage, and summarize three kinds of government functions model corresponding with each development stage, which are government-lead model, government-push model and multiple governance model. Finally, the approaches of the government functions models are discussed.
