The Analysis of the New Dual Structure Issues and its Solutions in the Process of Urbanization in China—Based on the Perspective of Basic Public Services Equalization
The new dual structure is a new social structure phenomenon in Chinas process of urbanization. The urban New dual structure has caused a series of social problems and blocked migrants to integrate into cities and affected social harmony. Social exclusion is the social roots of the new dual structure problem. The difference of obtaining basic public service resources between the urban census register and non-permanent residents is one of the importance reasons leading to a new dual structure issues. To promote the equalization of basic public services is a gradual process; the process of equalization of basic public services keep pace with the improvement of the urban population bearing capacity is an important strategy. To promote the equalization of basic social security and basic public services, and promote integrating out-of-town employees into the community is the importance of policy choices to ease the new dual structure problem.
