Comparative Analysis between New Public Administration and New Public Service Theory

摘要：

American public administration scholars, as the representative of Robert B. Denhardt, established a theory of public administration--The new public service theory. It based on the reflection of new public management theory and awareness about criticism of entrepreneurial government theory. New public management, new public service theory is not only the prevalence of theory of public administration and management in the United States and other western countries, but also the guiding ideology on western administrative reform in recent years. From the theoretical background, theoretical foundation and value orientation, this paper compares the two theories, with a view to benefit Chinas administrative reform somewhat.
