RTI and E-governance: The Siamese Twins to Improve Transparency in India

Information and communication technology (ICT) has facilitated the heralding of a Third Wave, comparable to the First and Second Waves of Agricultural Revolution and Industrial Revolution. ICT has opened up new opportunities for governments to manage things differently and do business in a more efficient manner by managing information effectively and re-engineering processes. The application of ICT to government processes -Egovernance -has a profound impact on the efficiency, responsiveness, transparency and accountability of the government. E-governance and RTI are Siamese twins and are inseparable. At the moment, usual for governments, the response for information under the RTI Act faces a lot of resistance and takes its maximum time due to lack of digitalization, computerization, and no emailing of information thereby defeating the purpose of information retrieval. Both, RTI and E-governance represent two robust strategies capable of making our government SMART. E-governance is expected to be a strong tool in making RTI more effective. E-governance paves way to a paperless government which ensures the speedy, transparent and effective governance and RTI can be made fully operational only with the appropriate information system using ICTs. This paper thus, attempts to draw out the interdependence of RTI and E-governance in promoting transparency in India.
