Research on Fiscal Risk of Local Government Based on Governance in China

摘要：

Fiscal risk of local governments has been a critical issue that local government should pay close attention to and resolve in China. Local fiscal risk has severely affected government fiinctions of providing public goods and delivering services. Furthermore, local fiscal risk may result in fiscal and financial risks of central government, thus incurring latent troubles for the development of the whole country. Based on the criteria identified by H.P. Brixi to address local financial safety and from the perspective of governance, this paper analyzes institutional and management causes that contribute to local fiscal risk. In addition, this paper advances a number of constructive proposals in terms of institution and policy to guard against local fiscal risk to explore the fiscal risk management of local government.
