Comments on Responsibilities of the Government in Chinese Urban Community Governance

摘要：

Chinese urban community governance is driven by the government initiatively, but the government is not omnipotent, especially the power and behavior of the government should be limited, moderate and standard in urban community governance. The government should undertake governance responsibilities, supplying system innovation for urban community governance, regulating government power to safeguard the autonomy of community residents committees, cultivating community civil organizations development and reforming traditional government administrative habits, and so on. Finally, the goal is to construct the cooperated framework of community governance with the government, the market, the civil organizations and the community citizens together.
