Social Capital and Community Governance Performance: Evidence from Hangzhou
Community construction is one the most important policy choices of both the central and local government in China, how to improve the community governance performance and provide public services to the residents plentifully and effectively becomes a critical and urgent problem. Social capital generally refers to trust, concern for ones associates, a willingness to live by the norms of ones community which is essential to good governance. This paper consists of three parts: In the first part the author takes a theoretical study to analyze the types and functions of social capital in community level, especially the bridging and bonding functions. In the second part the author takes a survey in Hangzhou to examine the factors of social capital in community level. In the third part the author explains how social capital influences governance performance through analyzing its approach to undergird good governance in community level.
