Limitation and Breakthrough of Citizens Participation in Local Government Performance Evaluation in China:A Case of Zhejiang Province
Now, strengthening the public participation in performance evaluation of government has become the development trend and inevitable requirement for government management. The countries all over the world pay more and more emphasis on participation of citizens in the process of implementing government performance evaluation, and carry out a lot of exploration on theory and practice. In China, the research on citizens participation in the performance evaluation of government is relatively weak. In practice, scope and degree of citizens participation in local government performance evaluation is still very limited. At present, the way of Chinese citizens participation in local government performance management is relatively single, mainly through the activities that citizens comment administrative style and industry style. This article states developing history of citizens participation in local government performance management in China, and analyzes the limiting factors, such as citizens qualities, the level of economic development, the government management concept, system design and technical conditions during the appraisal. Finally, based on the analysis noted, the article puts forward the pathway for citizens to participate in local government performance evaluation.
