Response to the Failure of Chinas Emergency Management System

After the spread of SARS in 2003, an emergency management system was established, improving Chinas emergency management qualitatively. However, such a management strategy attaches more importance on emergency response than risk management. The paper, focusing on the severe drought in 2010 in five provinces in Southwest China, reveals the failure of the emergency management to cope with natural disasters such as droughts and delves into it in such aspects as risk management, risk distortion, the relationship between organizations and governments, political intention, and economic growth. Lastly, it discusses the remedy for the failure as well as the upgrade of Chinas emergency management system.
