A Study on Changing System of Counties and Cities in Taiwan, China and its Enlightenment for Mainland
With purposes of reducing fragments of local governance, improving competitiveness of metropolitan areas and balancing regional development, Taiwan, China has changed the system of countries and cities. The Taipei County was upgraded as the New Taipei City, the Taichung County and Taichung City were merged as a new Taichung City, the Tainan City and Tainan County were consolidated as a new Tainan City, the Kaohsiung County and Kaohsiung City were merged as a new Kaohsiung City. After changing system of counties and cities, those metropolitan areas will become more competitive because of resources complementation; the regional gap will be narrowed because of balanced development; the finance of new municipalities directly under central government will be improved because of income increase; the government staff of new municipalities will be added because of the enlargement of administrative establishment; the competition of local election will be fiercer than before because of the reduction of elective officials; the relations between central and local governments will become more complicated because of the change of respective force. This reformation in Taiwan, China has valuable enlightenment for Mainland China.
