Profit and Loss Analysis on Stakeholders after the Measure of Water Sources Protection
For the protection of the limited high-quality water resources, the city government of Zibo set the Taihe Reservoir as the area of water sources protection. The project measures taken to protect the water sources have had a great effect on the social and economic development of the protection region and it is a complex issue to measure the impact of these protective measures on stakeholder groups. According to the actual situation of the basin, this paper chooses Ezhuang small watershed of Zichuan district as well as the three towns -Nanboshan, Chishang and Yuanquan of Boshan district as typical research areas to draw the conclusion by analytical techniques that the economic losses on farmers of protection regions caused by the project measures were respectively 475.62 Yuan/person (conversion of cropland to forest and mountain closure and grazing forbidding) and 390.45 Yuan/person (cost of pollutant source treatment engineering). Making compensation to citizens of the protected regions with the economic measure to achieve the benefit equilibrium is also put forward in this paper.
