An Analysis on the Causes of Rural Land Expropriation Disputes in China-A Case Study in Chongqing

The frequent land expropriation disputes in China stimulate scholars to make great effort to explore the causes of the disputes. Most studies in the existing literature analyze the causes from the structure-institution perspective. That is to say, they mainly ascribe the causes to those imperfect policies and regulations on land expropriation. The structure-institution analysis points out the institutional cause of land expropriation disputes, but pay too little attention to the policy implementation process, especially the actors subjective initiative. This paper will analyze the causes why land expropriation disputes constantly occur and upgrade by depicting a decade-long dispute case in detail. In this paper, the cases process and events are depicted and the actors reasons are investigated. When analyzing the factors which lead to disputes and their interactions, we will put the case into a policy implementation process perspective.
