The Application of Mobile Phone-based ICT in Rural Development in Chengdu-Take Agricultural Information Communication as an Example
In recent years, Chengdu municipal government has given great impetus to rural development, and one of the core contents is the establishment of the rural informatization. With the wide popularization of mobile phone in rural area, it is promising to apply the mobile phone-based information and communication technology (ICT) to promote the establishment of rural informatization, which has many advantages including efficiency and cost-effectiveness improvements, and extending the reach of services. In the study, a survey has been done on the Agricultural Information Communication, a mobile phone-based ICT project in rural area of Chengdu. Qualitative and quantitative methods are combined to analyze its application situation and existing problems. The result of the research shows that the Agricultural Information Communication has not been understood and applied effectively by majority of fanners in rural area in Chengdu. The major problem is that the infrastructure is not perfect; the spreading contents lack pertinence and effect; the both-way transmission of the information is not smooth; the form of the media usage is single; and the farmers awareness of acquiring information is not strong and they lack of media literacy. Therefore, the author put forward some related strategy which may provide some reference basis for the establishment of rural informatization in Chengdu.
