In the Internet era, netizen opinions are gradually getting attentions and responses from government decision makers. With the rapid development of Internet, the relationship between netizen opinions and administrative decision-making is getting increasingly closer. Making good use of the Internet as to build bridges for effective communications between government and citizens is becoming a prospective project. Issues between netizen opinion and administrative decision-making must be explained reasonably within the framework of the law, the relationship between the two is not random but should be brought into institutionalization and legalization. Thus, in the virtual space of the Internet, the behavior of citizens and government as well as the interactions between them are both subjected to legal constraints.
