The Force of Agricultural Communities in Farmland Water Conservancy on the Stakeholders
Since the foundation of PRC, we have gained huge success in the field of irrigation and water conservancy, but there are still some problems, such as weak anti-disaster ability, the disconnection between large, medium-sized water conservancy and irrigation, the fragmentation of irrigation and poor sustainability. Based on the analysis of the stakeholders interests and behavior logic, this paper finds that the collective strength of agricultural communities has been weakened and has mostly withdrawn from the farmland irrigation and water conservancy after the abolition of agricultural taxes, which has become the weak point of this undertaking. Based on these problems, this paper makes suggestions to ensure the basic interests of agricultural communities, to adopt various incentives and to enhance the orientation of public interests.
