Governing Countermeasures on the Freeloading of Primary and Secondary School Teachers in Central Region in China
In recent years, the problem of primary and secondary school teachers freeloading in the central region has been paid more and more attention in the community. Substituting family members classes, making false medical records, school overstaffing and lack of supervision are the main reasons of the primary and secondary school teachers freeloading. Teachers freeloading increase the workload of teachers in the post, reduce the enthusiasm of teachers in the post, seriously affect the stability of teachers, restrict the balanced development of education, make financial resources lost, bring pressure to graduate employment. For primary and secondary school teachers freeloading must be taken to strengthen supervision, pay close attention to freeloading legislation, do triage supernumerary teachers, the establishment of primary and secondary school teachers in payroll management responsibility, accountability and the implementation of principal person in charge of the unit to increase some collusion with individuals cheat freeloading of punishment and other measures.
