The Research on the Chinese Inexpensive Government Construction: From the Perspective of New Institutional Economics
The inexpensive government attaches great importance on the input-output ratio. It pursuits maximal output of public product and service with minimal cost, or aims to input the minimum on the premise of providing equal public product and service. Inexpensive government is one of concepts of the optimal government. It is suggested, in many countries which are constructing inexpensive governments, that the inexpensive government is an important direction for the future development of public management. China, as a country with continual innovation in administrative institutions, has taken it as the basic direction of government construction. New institutional economics, the mainstream of western economics, provides new theory and method for the study of public administration. This article elaborates the theoretical basis of the inexpensive government construction from the perspective of new institutional economics, analyzes practical phenomena in the process of construction, and then puts forward suggestions for its the institutional construction.
