Study on the Obstacles Created by Administrative Culture and Countermeasures for the Administrative Accountability Institutionalization

The development of administrative accountability institutionalization is an important innovation of government management system when promoting the political modernization and establishing the political civilization. It reflects the firm determination and tireless efforts of China to construct a responsible government, services-oriented government and law-based government. However, the cultural background of administrative accountability is unique, and different administrative culture will bring a certain obstacles to the administrative accountability institutionalization. In order to overcome the obstacles created by administrative culture and achieve the goal of the administrative accountability institutionalization, we should create a harmonious accountability culture, change the traditional concepts of administration, accountability based on the law, choose the right strategies to develop accountability healthily, and make government affairs public, and so on.
