Public Administrators Moral Judgment and Moral Behavior Choice

The public administrative field is a field connecting with moral. In public administrative activities, administrators make moral judgment, and then choose their way of behavior. Moral judgment is a kind of thinking activity, while moral behavior choice is a kind of intermediary transferring from thinking to action. Only with moral behavior choice, someone takes specific moral behavior. Taking behavior choice as a balance, one side is morality, the other side is immorality. Which side the balance will turn to is decided by the value orientation of the factors related to behavior choice when the moral choice subject. Whether public administrators choose moral behavior is influenced by lots of factors. As far as the practice of honest construction in China is concerned, public administrative conscience, sense of shame and moral system construction and incentive mechanism ought to become the security mechanism of public administrators moral behavior choice.
