Analysis of Dimensions and Characteristics of Public Service Motivation of Civil Servants-Based on Data of Fujian, China
This paper gives measurement scale for the public service motivation(PSM) of civil servants in Chinese context by referring to Western theories and measurement methods of PSM, and identifies the existence of four dimensions, i.e., Attraction to Policymaking, Commitment to the public interest, Self-sacrifice and Awareness of Democratic Governance, and the absence of the dimension of Compassion by applying exploratory factor analysis. It also analyzes the difference of PSM in different individuals or organizations, and preliminarily discusses potential factors influencing PSM.
