Countermeasures to Problems of Off-farm Worker Mobile Family through Public Service System in China
The family-oriented mobility of off-farm workers is a prominent feature in the process of urbanization in contemporary China. This paper which deeply analyses the process of the family-oriented mobility of off-farm workers, point out that the problems faced the off-farm families and the reasons for them. The problems include the low economic, social and political positions, the inadequate external relations, the complicate inner relations, and the contradictions of acceptance and resistance for residential place, and the uncertainty future. Community and social organization are going to share responsibilities of public service offering with government. So, the paper concludes a Family -Community/Social Service Organization -Country triangle model to form a well-rounded social service support system for mobile family. Also, the professional Social Work methods, like Social Case Work, Social Group Work, Social Community Work, Social Administration, are all be used to coordinate the interests of all parties, integrate the resources, and finally provide solutions and suggestions for the mobile family stability and function utilization, as well as national harmonious development.
