The Study on Layered Service Mechanism of Medical Institutions-An Application of Screening Model
To establish perfect health system mechanism, which is one of the critical targets of new medical reform, furthermore the service mechanism of medical institution that is the basis to construction of health care systems and mechanisms. Firstly this article takes a lot of indexes such as the number of doctor and beds, average daily treatment capacity, time of waiting, medical equipment utilization etc and to analyze the service status of the different levels of medical institutions. Secondly this paper gives the message about hospital services and charges in the medical service market by established a model of signaling. The sufferer can choose the best health care by ones own economic condition and the desire of the payment after making a judgment having established a model of screening and obtained the equilibrium solution of existing institutional arrangements that is pooling equilibrium. Then, the thesis starting from the idea of mechanism design and changing the institutional constraints had built a theoretical screening model according to the basic requirements of the new health care reform and under the premise of both fair and efficient. Furthermore, the paper examined the output of the model and sufferer is choice to maximizing the interests under the new institutional arrangements and derived equilibrium solution, which is separating equilibrium. Finally, modified the model and proposed the idea to build system of layered service in the health care market.
