Whether Begging Shall be Forbidden or Not: A Discussion on Assisting and Management System for Cities Vagrants and Beggars in China
Since the administrative measures for assisting vagrants and beggars went into effect in 2003, many cities in China have faced some new challenges. There are extensive debates over whether street begging shall be limited or prohibited. Based on the field survey in some of the Pearl River Delta cities and some relevant literatures, this paper analyses the shortcoming of policy design and its implementation bias, and then suggest that China should establish the legislation to regulate panhandling behaviors according to Chinas constitution and actual circumstance.
