摘要：

The construction of service-oriented government requires matched service-oriented administrative culture, building the service-oriented administrative culture is the inevitable result of the construction of the service-oriented government, but also the effective means to promote the construction of the service-oriented government. To precisely seize the scientific contents of the service-oriented administrative culture, to fully realize the necessity of the construction of service-oriented culture and to put forward constructive countermeasures aiming at service-oriented administrative culture constitute the driving force for the construction of service-oriented government.
