The PPPs Model and its Govern ability: An Analysis Based on the Order of Governance Perspective of Kooiman
Governability means governableness or manageableness in general. It depends on the given governance schemes, rules and institutional environment as well as value and rationality of governing which called Order of Governance. As one of innovative governance tools, the PPPs model has being applied in the world widely. However, this popular model by itself cannot be a guarantee of low-cost and highquality service delivery. Rather, it requires a series of appropriate Order of Governance to ensure its governability (representation, rationality, responsiveness and performance) and avoid its potential risks meanwhile. It is essential and necessary to recognize this point for those enthusiasm advocators and reformers on the PPPs model.
