Failure of Policy Implementation: Policy Network Perspective-Case Analysis Releasing the Burden of High School Students Case Analysis

The research of policy implementation failure dates back to 1970s. Traditional research way focuses on either top-down bureaucratic context, or bottom-up pluralistic context. Policy implementation usually develops in complicated networks of public, quasipublic and private organizations. With the complication of social, political and economical problems, traditional research way of policy implementation failure is insufficient, policy networks theory come into being. But policy networks theory still has its shortcomings. This article deals with the policy implementation of releasing the burden of high school students in Harbin, analyzes the case according to the theory of policy implementation networks. This article concludes that institution is the decisive element that affects the outcome of policy implementation. The authors also give some suggestions on how to solve the policy implementation failure.
