Holistic Governance: A New Trend to Build up Service-oriented Government in China
Holistic governance, a new governance model which is formed on the base of the critical and inheritance of hierarchical governance and competitive governance, is the latest practice achievements of administrative reform in Western countries. The core aim of holistic governance is to cross organizational boundaries and integrate resources to achieve the governments policy. This kind of governance model with the core of coordination and integration is a logic and ideal choice for service-oriented government. The way to governance of this model include enhancing the overall response to the needs of citizens, strengthening governance level, governance function and the integration of the public and private sectors and building and strengthening e-government by using information technology. But holistic governance may bring about the growth of local interest groups, the main interests of diverse coordination, public service obligations defined and other issues.
