On the Practical Function, Difficulties and Strategies of Villager Autonomy in China
The villager autonomy plays an important part in the construction of the socialism new countryside and the great practice of our democratic politics. It also plays an important role in enhancing the famers democratic consciousness and legal awareness, straightening out the relationship between the government and farmers, promoting the development of rural economic and social progress and building a harmonious society. However, there are many problems in the current practice of villager autonomy. They are characterized by the aggravation of the contradictions between villagers and village cadres, the in-coordination between village party branches and villagers committees, the conflicts between township-government and villagers committees, the nonstandard selection of village cadres and the financial chaos. To further enhance the villagers autonomy and promote our democratic politics, we must strengthen the education of the village cadres in order to build harmonious relations; clear the authority definition of the village party branches and villagers committees with normative mechanism of decision; transform government functions to coordinate rural relations; change the way of the village cadres selection to strengthen team construction; improve the villager autonomy system and standardize the management of village affairs.
