International Experience and Reference of Power Rent-seeking Governance of Public Project Regulators
In recent years, the problem of power rent-seeking of public project regulators attracts more and more attention. It is the focus of the current government and academy about how to reduce this kind of illegal behaviors, enhance efficiency of public projects and promote the economic development. A summary of the advanced experience of foreign countries is of great significance for China to formulate an effective set of governance program. This thesis analyzes the advanced experience of Germany, America, Japan and Australia in the governance of power rent-seeking of regulators. Based on the foreign advanced experience and management mode, it puts forward suggestions to define regulatory functions, straighten out the relationship between the government and the market, establish and improve the legal system and accountability system related to public projects, strengthen the professional training of government regulators, and establish institutions to have an independent regulation over public projects.
