A New Perspective of Social Management Innovation: Balanced Governing and Harmonious Controlling

To strengthen and to innovate social management has been formally written in the 2011 Report of the Work of the Government and the draft of the Twelfth Fiveyear Plan. As for many current social management problems, the traditional working methods either have declining efficiency in management or cannot solve problems, and thus have to be improved through social management innovation. The paper believes many problems will be solved with new ideas and methods if social management innovation is dealt with from the perspective of balanced governing and harmonious controlling. According to the requirement of the balance theory of public policy, to give full play of the balancing function of public theory, to solve or weaken all kinds of social conflicts and to coordinate all kinds of social benefit relations and benefit disputes. To make, issue and enforce public policy to ensure social justice, harmony and stability. Meanwhile, concerning about the peoples livelihood, to respect the subject status of social members, to combine the idea of harmony and the theory of control, to be people-oriented, and, by means of building service-oriented government, to incorporate the aim of the government, the aim of the society and the aim of social members, thus finally create harmony and consistency. This controlling method is called harmonious controlling.
