Research on Public Institutions Run as a Social Enterprise -A Case Study of Large-scale Stadium Operation in Wuxi, China

Government regulation separate from management is the most important principle and requirement for the reform of institution. How to manage and operate the social undertaking has been the focus of parties after this reform. Based on the analyses of social enterprises value orientation matching to the goal of social sport institution reform, this paper takes the large-scale stadium operation in Wuxi as an example, analyzing the model and characteristic of stadium run as an social enterprise, concludes that on the premise of insisting the public ownership in our country, the model of Wuxi stadium operation is the model of public institutions reform whose direction is from top to down. During the process of socialization operation, the trade-off between public welfare and economy is not limited in whether the single project has gotten this balance, the balance of departments among the total institutions should be considered too.
