The Characteristics of Building Farmers Professional Co-operatives Regulatory System by Chinese Government
In constructing the farmers professional cooperatives regulatory system, the Chinese government always maintains a prudent attitude to avoid negative effects resulted from outdated systems and extreme practice and to present a Chinese characteristics: The governments mandatory interference into farmers professional co-operatives instead of the internal affairs of cooperatives with a large amount of regulatory cost, and insistence on guiding construction and providing services from the exterior, which is the point that a lot of developing countries do not master; if farmers demand for regulation from below has developed to a certain extent, the government will set up regulatory system, and then promote the development of the cooperatives; at first, set up regulatory system according to farmers professional co-operatives, then arrange the other types of cooperatives on periphery, gradually standardize them, construct cooperatives regulatory system in progress, and emphasize the freedom of memberships membership to join and withdraw.
