Enhancing Public Organizations Performance Using the New Public Management Tools: The European Model of Common Assessment Framework
Nowadays, the public sector is confronted, on the one hand, with the scarcity of financial resources and, on the other hand with the increasing demand of citizens for high quality public services. In this context, public managers use the New Public Management tools in order to find methods to respond to this demands in a responsible manner. In the context of public administration modernization, the quality policies are very important, aiming at providing better services to users. The implementation of these policies in the public organizations is accompanied by the emergence of concepts and perspectives such as quality, excellence, governance based on the interest of customer -user. In this paper, well try to respond to these question analysing the Common Assessment Framework (CAF) a quality instrument that has been created for public organizations across Europe to help them acquire the techniques of total quality management (TQM-Total Quality Management) and to improve their performance. Well highlight the self assessment framework of its implementation within the european administrative space, its principles and its components defining the conditions in which it could be consider as an instrument of quality management in order to measure the performance of european public action.
