The Competence Framework of Civil Servants Based on Knowledge Management

21 st century is the time of knowledge economy. The knowledge management is the character and need of this century. The knowledge management is applied in public sectors would take place some changes including improving the effective and speed of getting the information from the society; strengthen the organization competence by enhancing the sharing and hand down of the knowledge and information; enhancing the creation of public administration. There are three models of the knowledge management such as knowledge-value chain, knowledge net system and SECI model. These models all need the new changes of competence frame of Civil Servants.
