Research on the Construction of Synergetic Mechanism of Social Management
Now China is facing a comprehensive transformation, with plenty of new social problems emerging, thus brought about big challenge to traditional social management system. Meanwhile, countries all over the world is confronting risk of high complexity and uncertainty, A new trend is emerging that is cooperative administration in social management, the core notion of which is emphasizing the synergetic cooperation of party, government, social organization and individual citizen, thus realizing responsibilitys co-sharing of social management With respect of China, constructing synergetic mechanism of social management is also the basic route of adjusting the social structure and social benefit, training the citizen awareness of social member, enhancing public participation, realizing harmonious society with free, democratic, fair and just characteristic. The Current solution of synergetic mechanism of social management should be as follows, according to idea of the 17th CPC conference report, that is developing social management pattern leading by CPC, being taken charge of government, assisted by social power and public all participated, we should take community as basic unit, emphasize the development of social organization, clear the synergetic and cooperative relationship of party, government, social organization and individual citizen. Five mechanisms should be constructed: Power integration system, resource integration system, benefit integration system, value integration system, information integration system, only by which can we construct a sustainable developed-social support system of social management, promoting the harmony of the society.
