Risk Society Torture Government Crisis Management Ability
With the increasing number of incidents and enhanced uncertainty, the risk has become the important feature of contemporary society. Risk is characterized by universality, imperceptibility, relevance, and destructibility, etc. Those increasing number of risks keep torturing Chinese government crisis management ability. Risk is terrible, but even more terrible is the lack of social mechanism that can be used to fight against risks. In the context of risk society, Chinese government crisis management has many dilemmas: the superficial consciousness of public crisis management, the deficiency of crisis management laws, the current shortcomings of administrative management system, the incomplete crisis management performance evaluation system, etc. Recreating the government crisis management abilities of the early warning and emergencies meeting, information communicating, decision-making and commanding, responsibility investigating, and legal safeguarding have become the major current issue.
