Analysis of Government Procurement Expert Evaluation System in China

摘要：

Compared to those government procurement processes which are widely accepted in developed countries, our expert bid evaluation method is the core in our government procurement systems which bearing strong Chinese characteristics. In this paper, we will take a thorough elaboration and analysis including characteristics and causes of expert evaluation system and suggest some explorative thinking about expert evaluation system reform. In the ending of this article, we will try to make some exploratory comments and suggestions about government procurement innovation. We hope this article can improve and perfect our country expert evaluation system which is the most important link in Chinese government procurement system.
