An Analysis on the Classification, Main Causes of Semi-urbanization and the Channel Leading to All-round Urbanization in China

Semi-urbanization which is an incomplete state emerging in the process of peasants changing their identities to citizens, has many kinds of representations. In china, this phenomenon mainly exists in three groups, namely the peasant workers, the land-deprived peasants, and the peasants living in outskirts. Each group has its unique semiurbanizing feature. Barriers in present policy and system, cultural difference between city and countryside, and deficient adaptive capacity to environmental variation of these people are main causes producing this phenomenon. To open the channel leading these people to all-round urbanization, three proposals were put forward, including constructing a promotion pattern mixed by market, government and society, reinforcing and improving public service system under the view of unifying city, town and countryside as a whole, and enhancing the semiurbanizing populations self-improving ability by building learning organizations.
