Discussion on the Inter-regional Cooperation Mechanisms of Emergency Management-From the Local Government Perspective in China
Emergency case means being of a sudden and unexpected and it may cause heavy casualties and property losses, and damage to the ecological environment and society. Even worse, it may endanger the public safety. As a number of incidents have a large impact on different regions, range from countries to regions, it leads to the occurrence of unexpected events across the regions. The cross-regional emergency stresses on unexpected incidents in the size and scale associated with it. Besides the basic characteristics of incidents, they are universal, inter-regional, public, the uncertainty of jurisdiction, the strong interaction and cooperative and high disposal costs, over plans and so on. Therefore, the disposal and prevention of crossregional incidents can not depend on one single area, it must be involved in the regional cooperation of the relevant governments, and the linkage will become the main choice to responding to emergencies. Therefore, local governments should strengthen the sense of crisis, and the crisis management should be regulated into the normal management. Laws and regulations on cross-regional incidents must be improved. And make the specific responsibilities clear in all levels of governments and the various system divisions in the cross-regional emergency responding system. The warning mechanism of crossregional incidents can be built along with the construction of the economy district, metropolitan and other regional integration processes. At the some time, breaking regional barriers, the attention must be paid on the construction of emergency warning system, emergency response mechanism and the restoration and assessment mechanisms among different administrative regions.
