International Comparative Analysis on Legal Frameworks of Government Regulation in Public Utilities in China:A Case for Electricity Sector
Market economy is the economy governed by law. As an example, the comparative analysis on the legal frameworks of the electricity regulatory system in Western countries shows that supervise in accordance with the law is the most basic requirement of the public utilities government regulation in the market economy. As far as Chinas electricity industry is concerned, based on the specific circumstances of the marketization reformation, with reference to the international experience on the legal framework of electricity regulatory institution, looking for the path to improve the electricity regulation system, is regarded as the critical issue in the reform of Chinas current electricity regulatory system in this paper.
