People who experienced the extensive and profound changes of the dilemma modernity trust most of the law or the legitimacy of recognition, but show their highly suspected for the efficacy of the positive law and the law makers and the law enforcement persons. The lack of trust make people becomes more and more cynicism to the law, doesnt believe and respect and abide by the law, even antipathy, boycotts, block, resist to the law enforcement. It becomes difficult for the law to play the function. The speed of the construction of government by law become slowly. We should improve the quality of the legal system and operation legal system, Strengthen the rational legal and make the form of its objective reality continue to demonstrate the effectiveness, win for the constantly trust of law by people, enhance legal credit. That is the reality and feasibility path to accelerate the speed of the construction of the socialist law-based government.
