The Internal Driving Mechanism for Transformative Public Policies—— A Case Study Based on the Circular Economy Evolution of Zhuzhou Smelter Group Co., Ltd
Based on the theory Tolbert and Zucker pointed out in 1983 as the analytical framework and Zhuzhou Smelter Group Co., Ltd as the research subject, this paper analyzed the driving mechanism which influences enterprise to adopt circular economy model in different periods. Research showed that in the early stage the enterprise which brought in the circular economy was driven by national regulations and policies, while in the later stage enterprise which launched the circular economy reform was due to the role of efficiency or effectiveness. The essence of circular economy is a transformative public policy. Opposite to the result of Tolbert and Zucker, in light of Chinas special environment, this research drew a conclusion that in early stage Chinese enterprises carried out the transformative public policies was related to legitimacy. When the national protective policies were involved, the adoption and popularization of this policy would be on account of efficiency mechanism.
