An Overview on the Studying Methods about Evaluation of Safety Management System
This paper describes Chinas current situation an makes evaluatio studieson safety management system By contrast, Canada, the United States and our security management evaluation methods, we found that Canada mainly rely on experts opinions on the evaluation of subjective evaluation; the U.S. focus is to find security problems, rather than focusing on raising the level of safety management; and security of our country audit, the main focus of the process and no result indicators. To draw upon the advantages, combining with the relatively mature maritime safety management system evaluation, it proposes four suggestions ,as follows: 1.We should combine with the SMS-building framework to establish the evaluation system; 2.process and result indicators should be considered; 3. The weight of the indicators set must be scientific; 4.We should use the comprehensive evaluation method to assess the result
