Study of Air Traffic Safety Risk Management in Reduced Vertical Separation Minimum Airspace
After implemented Reduced Vertical Separation Minimum in airspace between FL290 (8859m) and FL410 (12500m) inclusive , the vertical separation reduced from 600m to 300m, Chinas airspace capacity and airlines operation effectiveness have been markedly improved, but at the same time, the air traffic control operational risks have increased. This paper adopted the functional hazard assessment which was developed by ALTRAN Technologies, considered the characteristics of Chinese air traffic control system, based on safety risk management principal, identified and classified the ATC operational risk in RVSM airspace, and proposed the related recommended practices to mitigation it at the same time, in order to ensure that the air traffic control operation safety in Reduced Vertical Separation Minimum Airspace can be achieved.
