Three-Stage Multi-Objective Optimization of Land-Use Safety Planning for Chemical Industry Park

Three-stage multi-objective optimization of land-use safety planning for chemical industry park was proposed to reduce the risk of potential accidents of chemical industry park, but also to ensure maximization of economic benefits and other objectives in this paper. The first phase was unconstrained optimization. In other words, any constraints was not added on optimization model, find all unconstrained land-use patterns (LUPs). The second stage was constrained programming, find all constrained LUPs. Then these constrained LUPs were compared with the unconstrained LUPs and the differences of potential risk and economic benefits and other desired goals were observed. If the difference was large, the causes of difference were analyzed. Then take appropriate measures to modify the constraints to reduce the potential risk of accidents. The third stage is modified constrained optimization. The results were compared with the results of the first two phases to find some LUPs of smaller risk and bigger economic benefits. A example showed that the three-stage optimal method of landuse safety planning for chemical industry park proposed in this paper could provide a complete set of alternatives.
